Lucknow filed the most projects of any single district statewide — 37, the highest count in the report — but at ₹3,834 crore and 9,872 units its capital and unit volume land close to Ghaziabad's, well behind Noida's. Investment concentrated harder than project count did: two districts wrote 61% of the state's cheque, out of dozens listed in the report.

II. Where Wave City Sits

Wave City Is in Ghaziabad — Not Noida.

It matters to be precise here, because the two districts in this report are genuinely different places with genuinely different addresses.

Wave City — the ~4,200-acre township on NH-24 / the Delhi–Meerut Expressway that holds Gulshan Empire — sits in Ghaziabad district, one of the two districts UP-RERA's report credits with 61% of the state's H1-2026 real-estate investment. Noida (Gautam Buddh Nagar) is a separate district, roughly 30 km to the west; a Ghaziabad address is not a Noida address, whatever a sales pitch elsewhere might imply.

What the two districts share is scale. Together they wrote ₹19,000 crore of the state's ₹31,952 crore total on roughly half its approved units. UP-RERA chairperson Sanjay Bhoosreddy described the overall report as reflecting "growing confidence among homebuyers and investors" in the state; analyst Ashish Kumar attributed the concentration to expressways, metro connectivity, industrial corridors and smart-city programmes clustering registered development where infrastructure lands first — a pattern Ghaziabad's NH-24 corridor fits.

That is a fact about timing, not a claim that Gulshan Empire is one of the projects inside the ₹3,989 crore figure; UP-RERA has not published a project-level breakdown, and we haven't seen one elsewhere either. What the report does establish is the district: Ghaziabad is one of two districts UP-RERA credits with the bulk of the state's H1-2026 capital, and Wave City sits inside it.
